Sir,
Post Office to Foreign Office.--(Received August 10.)
General Post Office, August 8, 1908. WITH reference to your letter of the 17th ultimo, relating to a Report of the Cables (Landing Rights) Committee, containing certain recommendations in regard to the question of telegraphic communication with Japan and the Far East, I am directed by the Postmaster-General to transmit, for the information of the Secretary of State for Foreign Affairs, the accompanying copies of letters received from the other Departments represented on the Committee, from which it will be seen that, subject to an amendment proposed by the Colonial Office to the effect that the approval of His Majesty's Government should be confined to the statement that "they have no objection to the proposed Heads of Agreement," the recommendations of the Committee have been approved.
The Postmaster-General considered that in the circumstances this amendment might be accepted, and, as the Japanese Delegates were on the point of departing from London, he arranged that the approval of His Majesty's Government, subject to the conditions laid down by the Committee, should be intimated to them in a letter of which a copy is inclosed.
A copy is also inclosed of a communication sent to the Eastern Telegraph Company, in accordance with the recommendation of the Committee, together with a copy of a corresponding communication addressed to the Great Northern Telegraph Company.
